Search for the Watford tip and you will find a lot of confusion, because Watford Borough Council does not operate a recycling centre at all. Its own website points residents at two sites run by Hertfordshire County Council: Waterdale at Garston, which carries a Watford WD25 postcode and is what almost everyone means, and Rickmansworth on Riverside Drive.
Waterdale is the better bet for most Watford households for one simple reason: it is open seven days a week, where Rickmansworth is closed on Tuesdays and Wednesdays.
The bigger change in 2026 is the ePass, and it catches people out at the gate. Here is everything the site requires before you load the car.
Where is the Watford tip, and when is it open?

Those hours are the same all year — unlike Buckinghamshire and several neighbouring counties, Hertfordshire does not switch to reduced winter hours. That is genuinely useful in December and January, when the Bucks sites drop to a 4pm close.
Note the 10am opening. It is later than most: Harrow opens at 8.30am, Buckinghamshire at 9am, Maidenhead at 8am. An early-morning tip run before work is not an option here.
Check the queue cam before you go
Hertfordshire publishes a live queue camera for each site, updating every ten seconds and blurred for privacy, plus a busyness indicator. For a site serving Watford, Garston, Bushey and North Watford it is worth thirty seconds of checking — particularly on a Saturday afternoon.
The Hertfordshire ePass — and what it is not
You now need an ePass for every Hertfordshire recycling centre
This is the change most residents have not caught up with. Hertfordshire County Council has moved to a digital ePass for access to all sixteen of its recycling centres — Waterdale and Rickmansworth included. It is not a booking system: there is no slot to reserve and no time to pick. It is a one-off registration proving you are a Hertfordshire resident, after which you turn up whenever the site is open. Apply on the county council website before you travel; you will still be asked for proof of address at the gate.
It is worth being clear about the distinction, because a lot of tip-listing sites get it wrong. Hertfordshire has no booking system. Neighbouring Harrow makes you reserve a 30-minute slot up to 14 days ahead; Hertfordshire does not. Once registered, you simply arrive during opening hours.
What the ePass replaces is the county’s ability to police who is using the site. It was introduced to prioritise Hertfordshire residents and cut down on out-of-county use — a real issue at Waterdale and Rickmansworth, both of which sit close to the Greater London and Buckinghamshire boundaries.
What you need at the gate
- Proof of address every visit — driving licence, Council Tax bill, Hertfordshire bus pass or a utility bill
- You may use the site if you pay Council Tax to a Hertfordshire council
- Vans, trailers, or arriving from outside Hertfordshire: you need a permit, applied for in advance
- No business or trade waste — the county runs a separate commercial service
- DIY and home improvement waste is limited — bring more than the allowance and you may be turned away
- Sites may close early if containers reach capacity
The DIY waste limit is the one that most often ends in a wasted journey. Hertfordshire accepts only a limited amount of home improvement waste per visit, and the county is explicit that exceeding it means being turned away rather than being charged. Check the current restriction before loading rubble, plasterboard or timber.
Trade waste is refused outright. If you are a builder, gardener or handyman clearing a customer’s property, the site is closed to you regardless of what vehicle you are in — that is commercial waste under the law, and it needs a registered carrier and a transfer note.
Coming from outside Hertfordshire?
Waterdale sits close enough to the border that Harrow and Hillingdon residents often assume it is their nearest tip. It is not available to them: Hertfordshire's out-of-county ePass covers Cambridgeshire and Essex residents only, so Londoners cannot register at all. Hillingdon residents have Harefield; Harrow residents have Wealdstone, which needs a booked slot. (Three Rivers residents are Hertfordshire residents — Waterdale and Rickmansworth are both theirs to use with a standard ePass.)
What Waterdale accepts
Waterdale is a full-range site. It takes the usual household streams — garden waste, cardboard, paper, wood, metals, electricals, glass, plastics, batteries, textiles, fridges and freezers, TVs and monitors, mattresses and furniture — plus several things smaller sites refuse:
- Engine and cooking oil
- Car batteries and domestic batteries
- Fluorescent tubes and low-energy bulbs
- Plasterboard (subject to the DIY limit)
- Tyres, toner cartridges and mobile phones
- Plastic carrier bags and rigid plastics
It also has a reuse shop. You can donate items still good enough to be used again rather than skipping them, and pick up a bargain — which is worth knowing before you take a working appliance or serviceable furniture to be crushed.
For a definitive answer on any single item, Hertfordshire runs an A-Z list on its Waste Aware site. Bin availability changes through the day; if a container is full when you arrive, staff will tell you when it is due to be emptied.
When a collection makes more sense
Waterdale is free for household waste and open every day. It stops being the answer when:
- You are in a van and have not registered for the van and trailer ePass — it is free and issued instantly online, so sort it on your phone before you join the queue; it allows 12 visits in 12 months
- It is trade waste — refused outright, whatever you are driving
- It is a large DIY or building load — the limit is per visit, and exceeding it means being turned away
- You cannot do the lifting — there is no help unloading
- It is a full house or garage clearance — several trips, each capped

Who actually runs your waste service?
This is the source of most of the confusion, and it is worth ten seconds of your time because it determines who you contact when something goes wrong. Hertfordshire is a two-tier area, and the two tiers do completely different jobs.

Watford Borough Council contracts its kerbside collections to Veolia; Waterdale is run by Hertfordshire County Council directly, which has operated its recycling centres in-house since 2020. Neither is the borough council you pay Council Tax to, which is why a complaint routed to the wrong organisation tends to go nowhere.
The practical upshot: a permit or ePass issued by the county has nothing to do with your bin collections, and a district council complaint about a missed bin will not help you at the tip gate. If you are chasing something, work out which tier owns it first.
Waterdale or Rickmansworth — which should you use?
Watford residents have two realistic options, and they are not equivalent.

For most of Watford, Garston, Bushey and North Watford, Waterdale is simply the better site — open every day, with a reuse shop attached. Rickmansworth makes sense if you are on the south-western side of the borough or in Croxley Green, and it is not a Tuesday or Wednesday.
Both are subject to the same county rules, so nothing about your ePass, permit or DIY allowance changes between them.
Which nearby tip is open today?
Four of the recycling centres within reach of this area close two days a week — and they close on different days. If your local site is shut, this is where to go instead.

Being open is not the same as being usable, though. You can only use a site run by the authority you pay Council Tax to, unless you pay a non-resident fee or hold an out-of-county permit. Buckinghamshire charges non-residents £28.80 to £472.70 per visit by vehicle and waste type; Hertfordshire's out-of-county ePass is limited to Cambridgeshire and Essex residents; Harrow and the Royal Borough are residents-only.
The three exceptions worth remembering: Slough residents can use Buckinghamshire’s Burnham and Langley for free, Royal Borough residents can use Slough’s Chalvey, and Slough residents can use Chalvey too.
