Harrow’s bin service confuses people for one specific reason: the borough is divided into a North and a South collection area, and the two halves run on different schedules. Crews split it that way to make the rounds manageable, but it means you cannot assume your collection day matches a friend’s across the borough — or even, in some cases, a neighbouring street.
On top of that there are three separate cycles running at once: food waste every week, and general waste and recycling on alternating fortnights. Get the week wrong and the crew will not take the bin, because that bin type is not scheduled.
This is the whole service, including the bits that catch people out — the 6am deadline, the 48-hour reporting window, the £69 garden subscription, and the van charge at the tip that nobody expects. Council charges are reviewed annually and collection rounds change, so confirm the current details on harrow.gov.uk before you rely on them.
Which bin goes out, and when?
Harrow runs four streams. Only one of them is weekly.

Because general waste and recycling alternate, only one of those two bins is due in any given week. Putting the wrong one out is one of the most common reasons a bin is left behind, and the crew is not being awkward — that bin type simply is not on the round that day.
North or South?
Harrow's crews divide the borough into a North area and a South area, each with its own schedule. Which side you are on is set by your address, not by where you think the middle of the borough is. Flats are handled differently: general waste and food waste are collected weekly, and recycling is collected weekly on the same day. Blocks producing higher volumes get weekly collections across the board.
What goes in the blue bin — and what ruins it
The blue recycling bin takes paper and magazines, cardboard, glass bottles and jars, plastic bottles, pots, tubs and trays, tins and cans, clean foil, aerosols and cartons. Wash containers and flatten packaging to save space.
What must not go in — and this list is the difference between a collected bin and a rejected one:
- Food waste — it has its own weekly caddy, and it contaminates the whole bin
- Plastic bags, cling film and plastic wrapping — recycling goes in loose
- Textiles, nappies and sanitary products
- Wet paper, foil-lined cartons and foil packets
- Black plastic, hard plastics and polystyrene
- Ceramics, drinking glasses and Pyrex — bottles and jars only
- Scrap metal, wood, building materials and sand
- Lightbulbs, oil containers and hazardous waste
Contamination means the bin is left. Food waste in the blue bin is the single most common cause. If a bin has been rejected rather than missed, the crew will not return for it — you remove the offending item and wait for the next scheduled collection.
Food waste goes in the caddy with bio bags or newspaper only — no plastic bags, no loose food. Bio bags are available from Harrow libraries or online.
The 6am rule and where to put your bins
Bins must be out no later than 6am on your collection day, on both sides of the borough. Crews start early and do not return for bins presented late.
Place them as close as possible to the public footpath without obstructing pedestrians. Crews will not collect bins they cannot access.
The council lists five reasons a bin gets left:
- Bins not placed correctly or not accessible
- Contamination — wrong waste in the wrong bin
- The wrong bin out on the wrong week
- Excess waste in or around the bin, or a lid that will not close

Crews will not take bags left on or beside the bin, and excess waste can mean the bin itself is left too. If you are regularly overflowing, the council's answer is to order an extra bin, take the surplus to Wealdstone, or book a collection. Bags on the pavement are not an option.

Reporting a missed bin — the 48-hour window
Harrow’s reporting window is narrow and specific, and missing it means you wait for the next scheduled collection.

Report through your postcode on the council’s bins page and select the missed-bin option. Do not report the same miss twice — duplicate reports do not speed it up.
One important distinction: a rejected bin is not a missed bin. If it was left because of contamination, excess waste or being out on the wrong week, reporting it as missed will not bring anyone back. Fix the cause and present it on the next scheduled day.
The £69 garden waste subscription
Garden waste in Harrow is a paid brown-bin subscription, and the 2026/27 service has been simplified — there is now only a 12-month annual plan, the previous summer-only option having been dropped.

Collections are fortnightly. Crews collect only the number of bins on your subscription — if you have two bins but one subscription, only one gets emptied. Direct debit customers can add or remove bins up to 19 February for the following subscription year.
Nothing outside the bin is collected. Bags of clippings or extra foliage beside the brown bin will be left, and may mean the bin itself is not emptied.
The van charge nobody expects
Garden waste can be taken to the Harrow recycling centre free — but only in a car. Arrive in a van and green waste is charged at £105 per tonne with a £32 minimum, on top of needing to book. Harrow Recycling Centre, Forward Drive, Wealdstone, HA3 8NT. Open 8.30am to 4.30pm, seven days, closed Christmas Day, Boxing Day and New Year’s Day. Unlike most neighbouring boroughs, Harrow requires residents arriving by car to book a slot — free, 30 minutes, bookable up to 14 days ahead, and you need your booking confirmation plus ID and proof of address at the gate. Real Christmas trees are recycled at Wealdstone, and branches up to 10cm in diameter can go in the brown bin.
When a private collection is the sensible answer
The council service is free at the point of use for anything that fits in a bin, and it is hard to beat on price. It stops working in four situations, all common in Harrow:
- Excess waste after a clear-out. Side bags are never collected, and the tip needs a booking.
- DIY and building waste. Not accepted at the kerbside at all.
- You have no car, or only a van. The tip needs a booked slot, and a van triggers charges.
- You need it gone now. Bulky collections are booked in advance; a rejected bin waits a fortnight.

Harrow sits mid-table on price at £69, but it is the only council of the six that requires you to book a slot to use the tip — and the only one charging by weight (£105 a tonne for green waste, £32 minimum) to bring garden waste in a van.
Two things are worth taking from that table.
